I have ran through this with many people, the downgrade as you called it is NOT going to be anything we would notice. It will not harm performance in any matter that would be noticable, and has been a Cheap and effective way to reducing turbo issues while towing..So, for 55.00, when I did it, it worked with out an issue.

I wouldn't call it effective, but Cheap is a good way to explain it.
Nothing like taking a product, slapping some awesome name on it and marketing it as an upgrade.
Thats why I am whole heartily against it.

It reduces trubo surge.. this it does.. nothing more, nothing less..
It makes one hell of a song when ran through straight pipe and a 6637 breathing fresh air.. this it does.. it does this cheaper then any other turbo change..
Is it worth paying someone to do it.. Maybe, if you haul enough and you have a chip. But I would not pay someone to do it, would I recomend it..55.00, a couple of beers worth of labor.. Yeah.. I would..
As far as the name.. Okay, lets change the name.. we will call it the "the stock turbo wheel in Williams truck".. or the "tstwiwt".. and now I am trying my hardest to pronounce this...tsss twit..yeah that works.. I am going to put that in my sig.. the tss twit mod...

It's just a TP38 wheel. Nothing more Nothing less. =)
And yes, it's a band-aid for turbo surge. =)
The point is, your not fixing the cause of the turbo surge.
Yes, it is cheaper than fixing it properly.
Yes, it is a downgrade from the GTP38 wheel.
Either way, it is a dead horse argument.
