I have ran through this with many people, the downgrade as you called it is NOT going to be anything we would notice. It will not harm performance in any matter that would be noticable, and has been a Cheap and effective way to reducing turbo issues while towing..So, for 55.00, when I did it, it worked with out an issue.

It makes one hell of a song when ran through straight pipe and a 6637 breathing fresh air.. this it does.. it does this cheaper then any other turbo change..
Is it worth paying someone to do it.. Maybe, if you haul enough and you have a chip. But I would not pay someone to do it, would I recomend it..55.00, a couple of beers worth of labor.. Yeah.. I would..

The point is, your not fixing the cause of the turbo surge.
