You may have to "scuff" the bottom of the tiles before you glue them down. The origional tile glue for those tiles was an asphalt based product.

The instructions for that glue says it will work over cutback, I don't see why it wouldn't work under it as well...

The adhesive most seemed to have let go of the tile itself as there didn't look to be much left on it after 2 years. Not saying that it was good in the beginning as the glue never seemed to get a good grip on the tile.

If it was originally installed with an asphalt cutback, the solvent content in the adhesive might have helped bite into the tile, the armstrong might not have the correct bite, or the tile may have cured so it's no longer as pliable as it used to be.

I'd suggest you do an "adhesion test" or just try some different adhesives and techniques, like scuffing the back side of the tile. Glue down little samples, let them cure, then tear them up. If the tile pops off the adhesive, or the adhesive comes off the deck while you tear it apart, don't use it. Look for the one that causes the tile to delaminate as you try to tear it apart.

There are always industrial epoxies......

You will need help from above if you ever want to remove the tile later.
Navy guys are good with a needle scaler, no???

Took a close look at the deck and the impression is that the glue separated from itself. Some is on the deck and some is on the tile.

That would be a cohesion issue. Likely from the adhesive being inappropriate for the application (like an indoor adhesive being used in outdoor humidity conditions) or possibly from application errors (glue put on way too thick or tile set in wrong time frame)
