no start
hopin someone can help,a friend bought a f350,7.3 2003 which didnt run, he changed the injectors, hpop, idm, fuel circuit relays, fuses, fuel pump, filter and it still wont start, it will run on either, i tryed to get him to tAKE IT TO FORD, OH WELL. IT KEEPS BLOWING # 9 AND 14 FUSES BUT WILL STILL RUN ON EITHER. i THINK THE FUEL IS LOCKED SOME HOW? ANY IDEAS WOULD BE APPRECIATED, THX

It could be any of a dozen things. Get that truck to a shop that has the right tools to troubleshoot and stop throwing parts at it.
I would strongly suggest not running that engine on either. Bad things can happen. Fast.
