hello guys i want to go a little bit lower on the front but if do the cross member will hit the ground.the cross member and driver side torsion bar are the ones to hit the ground first.i was wandering if the po did a crappy job or if i just need to adjust something.here are some pics hopefully you can help me.thanks

I don't think that suspension was installed correctly. I don't have any good pictures of my installation but here's one that illustrates where the left torsion bar should be in relation to the frame. Yours looks like it's a lot lower than it should be. Perhaps this suspension was mounted BELOW the frame instead of with a frame graft...
One other thing I noticed...since 48-52 trucks are narrower than 53-56, the torsion bar adjustment bolt on the left side should be so high in the frame that you need to cut out a small section of the top of the frame rail so the bolt won't bottom out against the top frame rail. In your picture that left side adjustment bolt looks like it's about 2-3 inches below the frame rail.
Also check your steering box placement. The top frame rail should be notched to allow clearance for the steering box. If the suspension was not mounted high enough in the frame to require this notch then it was mounted too low in the frame. Here's a picture of the frame notch required for steering box clearance...

What is that piece of angle iron that is welded on.
I think great north is right and his pictures are 100% on.....,looks like the front end is attached to the bottom of the frame or too low on the frame. That adjustment nut is way too low from what i see of the picture...appears to be about 2 to 3 inches too low.
Hey worse case is get the cutting torch or grinder out and cut it back out and do the frame notching and weld it back in..

On my red truck the PO did NOT cut the chassis, but just mounted the clip directly under the chassis.. so, fun times, I have to cut it out, and re-install it..

I think you will need to remove the front suspension and re-install it correctly to be satisfied with the height. You can probably get 3-4 inches lower if you do that with no other changes. I doubt that you will need dropped spindles after that...
floor to low point center of volare 5-13/16
floor to driver side knuckle bottom edge 7-3/4
floor to bottom of torsion bar at drivers side knuckle 8-3/4
floor to bottom of chassis in front of volare 10-5/8
