horn fuse keeps blowing 1999 eeplorer v8

I don't know that the cruise is related to the horn fuse blowing, although I do believe it's wired such that if you honk the horn the cruise will turn off....
Fuse 10 (15A) in the Battery Junction Box appears to only provide power to the horn relay coil and horn relay switched output. You could start by removing this fuse and see if you battery still drains. That could help you determine if you are fighting more than one gremlin. At least with the relay out the fuse should no longer blow. If it does, you know the short is between the fuse and the relay socket.
You could also check for resistance between the fused side of fuse 10 and pin 5 (light blue/black wire) of the cruise control servo. If you have about 1000 ohms of resistance, you've found a battery drain and likely reason that the cruise doesn't work and horn fuse blows. This would suggest that the "On" switch for the cruise is shorted.
