If you really think it's rust, verify with a magnet that your liftgate is steel. Although the OEM hood and liftgate were aluminum, some aftermarket replacements are steel. Your's might have been in a fender bender and had the lift gate replaced.
Word of warning to all Expy owners, if you are in an accident and need to get the hood or liftgate replaced, make sure they specify an aluminum replacement. The OEM hinges, etc. were not made for the weight of a steel part.
That's a very good point. My hood was replaced about a year ago after my daughter's BB hoop blew over and the hoop landed square in the middle of my hood. No buffing that one out! The new Aluminum hood, (specified by the insurance company and myself) was a mere $1200 from Ford.

Often caused by moisture entrapment when applying finish coatings.
Probably caused in this case by some moisture trapped at the seam along the door handle.
Once it is active, it keeps moving like a worm under the paint for as long as the moisture is present. This can be for a long time, over a large area because the unbroken paint coating protects the moisture source from drying out.
The proper fix is to remove all of the surface coating in the trouble area and remove enough surface material until you have no visible corrosion.
Clean well, and after making sure that everything is well dried, refinish using standard finishing processes.

I appreciate the offer on a pure fantastic deal but I'll sit that one out. I'll bet you could easily sell it on ebay or CL for a much higher price. These hoods are not cheap and they are not repairable when damaged according to the Ford dealer.

There have been corrosion issues on Ford's vehicles.
In our opinion, it comes down to the proper pretreatment of the metal.
We have assisted Ford owners on having Ford repaint the vehicles in question.
Examples include a pre-owned 2006 Ford Mustang that was out of warranty
as well as a 2006 Ford Expedition purchased new that was already repainted in the same area.
