as they said, the vacuum pump is not connected to the fuel system in any way, so it cannot shoot out fuel unless someone did some funny plumbing and connected a vacuum line to fuel (highly unlikely).
the fuel lift pump is located nearby, and those CAN shoot fuel out when the fail. they can also shoot fuel into the crankcase and dilute your oil when they fail, which can cause serious engine damage. inspect this pump and the fuel lines coming off it - i'd be willing to bet that its either gone bad or there's a loose/damaged fuel line attached to it.
