No it's not normal. Sounds like the vanes in your turbo are sticking and it might need a good cleaning or a good hard run to clean it out. If you accelerate hard and then suddenly let off do you here a "huffing" sound from under the hood?
You'll hear it 10 seconds into this video...happens when lifting the pedal while the turbo is making a lot of boost.
Edit: Didn't see your other thread before I posted this. What you describe there is not normal, and following npccpartsman's recommendation is a good idea.
