Can Mileage / engine hrs be reprogrammed?

My gauge cluster needs to be replaced. If I purchase another one can the replacement be reprogrammed to my current mileage, engine hrs, etc? Maybe the techs can help me out here.

The Ford dealer will reprogram the new one once it is installation.

What if I bought a used replacement, would they still perform this service or is there someone else that can do it?

From what I understand only a Ford dealer can change mileage figures, Federal offence to doctor around with mileage numbers. You don't want to wind up down in gitmo.

Actualy, from what I can remeber reading about this, not even the dealer can program them. They have to order them with the current readings. I could be wrong though, but i'm pretty sure that's what I have read.
