Update: Well guys looks like a PCM is going to be installed. After ordering a new harness that goes to the IPR because it looked suspicious due to some missing rubber protection and some dirt found in it did not fix the problem, he yanked out the PCM and found water in it and the side of it was totally corroded. Hope this fixes it!!!!!!!
Thanks guys for all your input and help. Next update in 3 days!

Ok...for my own head...PCM or IDM had water in it and corroded?
PCM! He said somehow at sometime someone possibly sprayed with high pressure into the engine compartment and it got really wet. Bad enough so it was corroded on one side he said and had visible water!
But the PCM isn't in the engine compartment. It is fed electrically through the firewall and is located behind the parking brake kick panel. Just confused. Here is a pic.
I bought the largest cans of dielectric grease possible when I put my whole project back together.. Its worth it to go through and clean out every connector and regrease it. You dont have to do it all at once, but dont take a few years to do it either, LOL! You would be amazed at which ones get gummed up!
I am tracking....I see a lot of threads on various forums and as these trucks age along with harnesses and connector(s)....sometimes "wiggling" wires may help to find your problem....
pjwoolw- You're correct! He said "it's tucked up in behind the firewall" and it's pure speculation on his part as to how water got in there since we do not know, but that an "engine spray" seemed most likely. I haven't seen it yet so I'm just relaying our conversation to you all. BTW...Great diagram of the engine compartment.
And for what it's worth...he said he's finding that the 1996 model is a stand alone year on quite a few parts meaning that though the 1994.5-1997 years are generally grouped...the 1996 has specific parts made only for that truck.
