Enabling the draft??
Make no mistake. If you go there you will never, ever be the same person again. The daily sights, sounds and smells of conflict are everlasting companions. I agree with some of the other posters that motivation has a big part in a soldiers ability to do his job. Once you are in the line of fire you will get plenty motivated; plenty quick and it ain't no sport, jr!
Anyone who wants a war is in my opinion unstable. If we must have a war, I'm sure we will have it on the JCOS terms. I don't think that the UN Security Council has World Peace in its best interest anyway. It looks to me like France and Russia for economic reasons can't let Saddam's Govt. fall, and I have no clue what Germany's end game is; but you can guarantee that it is in the best interest of the EEU not the UN and not you.
