I never done this before but from what I know, the 6.9 IDI's can be bored out just fine. Its the 7.3 IDI's that are bored out 6.9 blocks so you should be fine there.
A turbo is the single simplest thing you can do to add power and while you have the engine out, you could always put one on. I put a banks sidewinder on mine and its a whole new ride now. It all depends on how much you wanna spend and how long you plan on having the truck for.
I have heard of porting the heads on these 6.9's to gain some more power I was thinking about it for later on the other engine I have. So far I have not found any special cams, pistons, or anything else for one but that would be cool if there were. I do know there are headers offered for these engines.
You can overbore the walls of the 6.9 3 or 4 times before you need sleeves, so i would do an overbore, magnaflux the deck, then throw a turbo on before you put it back into the truck.
The high performance headers dont give extra power, but they are nice and shiny.
ANYTHING would be better than that abomination the exhaust engineer came out with. Aune163rd said it "throw a turbo on before you put it back into the truck".
While the 6.9 has thicker cylinder walls than the 7.3, don't jump in and bore it out. The slight gain of the overbore is greatly beaten by a turbo. While the engine is torn down, have a machine shop magnaflux for crack detection and have them mesure up the cylinders. They'll tell you if you can get away with a honing or if you need an overbore.
I'd stick with a honing if you can.
And no, you don't need sleeves if you're dealing with a 6.9.
