An offset dimension is the distance from the mounting flange to the centerline of the wheel. Not from the lip. But the above does appear to be what an '05 and up wheel would be. Newer wheels have the center flange offset toward the outside. Older wheels have the center flange almost (1/4") dead center.

From what I understand they were a carry over from 04 on the excursion. The vans still as of 08 I know used 16" rims found on the 04 lariat trucks. I've never researched as to if the excursions even got the 05+ interior and all those goodies or not
