What's Missing?

Stupid question, but there's a hole between the headlight switch and the wiper switch. What am I missing?

if the scre is broke off, remove the black plastic piece, cut the clip where it slides around the dash tab, remove both peices, install new clip(same as under dash trim clips),reinstall black panel and new screw...
