Ok first off this is not for my truck it is for a 2008 E350 at my work. Because of the way it is used, it is left idling for extended periods for heating or Air conditioning, not just in the cab but in the entire box van.
So my question, Is the wiring harness the same for this 2008 E350 as my 2005 F350. IE color codes, location of wire bundle?
Also, I never realized the high idle mod could be configured to be adjustable with a rheostat. (SEIC) what is the wire configuration for this mod?
Well if the harnesses are totally different then the colors would stand to be different as well. I took a look down by the E-brake and did not see the extra bundle. I am going to take a closer look when I am on my next job with it. I was hoping you would have the answer.
By the way I am marking this on my calendar.
First page here contains the resistor charts for different idle speeds. The second page contains an example wiring diagram, which is actually far more than you need to get just high idle. But it has the basics in it.

Does this site have all the wiring information or just data that was expected to be required for add-on options?
The layout books are intended for companies that take trucks or vans and modify them into service vehicles, ambulances, etc.
Ford has done a number of things specifically to help aftermarket builders do this stuff and it should all be described in those books. Start at the table of contents and look around, there is quite a bit of information in them.
They don't have complete wiring diagrams or anything like that. You'd need a service manual for that.
