Went to start my truck yesterday and no start. Checked the hpop res. and had to add almost a quart of oil, then truck started right up. What would make the res. that low?

Excessive cranking will cause it to empty faster than the low pressure pump can fill it up at low cranking rpm's. Bad glow plugs or bad GPR can cause excessive cranking. Best guess on the information you provided. A little more information regarding the circumstances would help us such as location, temperature, is it usually hard starting this winter .. etc.
96 & 97 models are not typically prone to hpop bleed down. Do you have any oil in the valley? Is this the first time this has happened? How long have you owned the truck? As the othe rpost asked, any starting issues before?
Only have had the truck for about 3mo. had to replace starter just before x-mas also did both batteries, day after x-mas had to unplug the fuel bowl heater, was shorted out. So had alot of cranking around then, but has been starting fine for the last week.
Of it's continuously bleeding down then that means your ipr orings are bad, they chunk out and or break and oil will seap past the rings, typically when it's warmer oil. Cheap fix! Little time consuming Thoe. Can have a ipr rebuild at riffraff diesel from clay for much cheaper than the dealer, good luck!

I have never heard that one . When the engine is not running , the IPR itself is wide open to the drain ...
