I think i worked out how...
the critical thing was discovering the pre-load toque on the bushings....

Method is...
assemble the hub minus the bottom scraper, felt...
do not tighten the trunnion bush bolts...
do not add the trunnion bolt spacers...
tighten the trunnion bolts to 10lb...
measure the gap between the bolt heads and trunnion caps...
take the bolts out, shim up the measurment taken and retorque to spec...
