Id imagine that switch is basically the same as the headlight switch (pulling out turns on the fog lights if equipped). If your truck has the electric locker it would make sense that pulling it out would engage it. If it doesnt have the e-locker it probably does nothing just like pulling out the light switch on a truck that doesnt have fog lights.
Just a guess though.

Someone answered in another post and told me it was in fact EL. It does have EL, but I wasn't aware of it.
I have been driving GM for the last 20 years or so, and they don't do it that way.
