i also have power at both sides of the coil

Remove the condenser clip, and check again. It is the most likely culprit, if the points are set correctly. If you get spark after disconnecting it, replace it.
when i hit the start button voltage goes from 12 -10

is both sides of the coil supposed to be hot with the key on?
