Testing of the GPR is pretty straight forward. If you turn the key on and you have power to the two large posts it is good. If you only have power to one of the posts, and you can hear it click on, the relay is shot.
You may have a worn contact if you hear it click and do not get power to the GP post. That is what was happening on this GPR.

I was going through a GPR each winter in my 99.5 PSd and upgraded to a stancor and its been great for the last three years! This forum is great when it comes to problem solving and replacement items for teh trucks! Actual experience with parts and problems beats teh dealer any day!

I Think you tested you GPR already? I was getting voltage on the gauge with my second one in a year napa relay.. But dropping extension across the big terminals made my motor fire right up. New stancor installed and never looked back. Check Ohms on your glow plugs?
You can also use your AIH heater relay to try. If the E99 has one.
Ok, so I replaced the GPR with the used replacement, but before I disco'd I tested one more time, hot volts were 12.54, other post after turning on key 10.45, after replacing with used one, 2nd post was 11.15v, should this be higher? Will the Stancor let more Volts through, maybe a battery deficientcy?

That sounds about right, as soon as the relay makes contact you have 8 glow plugs drawing current/volts so it will drop the volts.
