Hey guys. I am not on here often but the few times i have had problems with my 99 F250, the site has helped me greatly, so i figured id post my new problem. Thanks so much in advance for any help!
Problem: About 2 weeks ago i noticed at low throttle, there was a whining noise coming from the right side of the engine compartment and i had 0 boost. When i gave it more gas it would go back up to normal boost and no noise.
Then i noticed when i pulled in the driveway that i was leaking gas from the front of the engine compartment. I got underneath it and noticed there was oil leaking as well. So i took apart the ducting leading to the turbo and noticed there was oil leaking from the bottom of my turbo.
SO, i took it to a local diesel mechanic that works on the side to fix it reasonable. What he told me was that the HPOP is bad, the turbo needs to be rebuilt, and the ECM is fried.
Does anybody know if this sounds right, or is he full of ****?
I doubt the hpop is bad and if your ecm was fried the truck wouldn't run. Was the whine noise when it was cold out and the engine was cold? If so that's normal. The ebpv shuts off some exhaust to help the engine warm up. With more throttle it opens to give you more power. Almost sounds like the vacuum. The leak is probably just a few orings

Sounds like he's feeding you BS and is about to hit you with a LARGE estimate. Muktown has you going in the right direction I think. I'd get my truck far away from this so called diesel mechanic.
You most likely have a fuel filter drain valve leak and that is collecting dirt and oil making it look worse than it is. Is the engine clean or does it have a fair amount of grit and grime on it?
The turbo inlet will almost always have a small amount of oil in the bottom as the CCV is just downstream and puts an oily residue in the CAC tubing.
Like the others said get it away from him quick. Where are you located?
This is a turbo on an OBS truck, but shows oil in the inlet (I know the fins are a little tore up, but he didn't want to change it yet) this is not uncommon to have oil there.

I am located in MI. When i saw the oil leak from the turbo, i first noticed oil dripping down from the top of the motor when i was under the truck. Once i took the ducting off the turbo is where i saw there was a pretty solid leak of oil coming from the bottom of the turbo.
If the leak is at the very bottom of the turbo pedestal then it is the o-rings between the bottom of pedestal and the block. LINK
If it is leaking through the hole where the EBPV actuator rod comes out of the turbo pedestal then you need a rebuild kit for the actuator. LINK
In either case you will need to remove the turbo and pedestal. On re-install you of course will be replacing the o-rings at the top and bottom
of the pedestal.

Ask anyone you know or see driving a 99-03 7.3 PSD if they know a reliable and fair mechanic. I wouldn't trust the one you talked to.
Wow, hpop, ecm and turbo are bad. Well let's just replace the entire engine then. LOL some people will say everything is wrong to make a dollar. They told me I needed a new engine 20k miles ago.
This gets my vote. What about the fuel leak? Could he not find anything expensive to replace to fix that?
The other guys have you on the right track. Just remember if you try and drive it somewhere, check your oil level first. An oil leak can cause the truck to shut down if it gets too low.
