98 ranger dome light

is there a way to turn the dome light on from inside the dimmer switch does not do anything and there is no switch on the dome light .

rotate the dimmer switch. there's a stop that might be harder than you expect. I'm assuming the light works when you open the door? that's another way of turning it on but I assume it's not the one you are considering.

its when you are in the truck . i will try the dimmer again maybe be broken

The reason light is staying on is the switch inside door (internally attached to door lock mechanism, can't see it from outside) is either dirty or defective. A good shot of WD40 or contact cleaner will usually fix the problem.
