They have the black plastic housing lights
like new Ford CVPIs used, but if I was going to put one on a Dentside, I'ld go Vintage.
If it's a quality spot light you want, or a quality 5 or 6" Fog Light you seek, UNITY is the make. Old school. If you saw it on a 1950 Ford police car in an old B&W movie, chances are it was UNITY. I just recently bought another set of 5" vintage UNITY fog lamps with tall hump.
Vintage Roadlights
I used to have a buddy that had a secial dril bit that was really long that he had used to put them on cars and trucks in the 50s and 60s, was a 1/2" bit welded to a long piece of steel rod, you have to know where your are going with it.
Different vehicles take different lights which shafts differ. There are specific post mounts for each.
It looks like the website has changed it's look and as of now the search function isn't working ... looks like it's in the process of development. The old website worked great .... why change it I wonder?
I'ld say to contact Unity for info as to which spot lamp you need and which mounting kit is needed.

Drilling holes "if done properly" can actually strengthen structures.
So their thinking isn't all that sound. Especially if the car was "preped" by the police, or by the manufacturer even for police car use.

Spotlights were a Ford Factory and Dealer option in the late forties through the 50s. As OEM equipment, they are grandfathered WRT law enforcement. You friend might have gotten a hassle because he had an old cop car, not because he had spotlights. Not sure about West Virginia and it's particular "tone" on stuff like this.
Most of the lights were made by the Unity Company but capped with Ford (Chevy - whatever) decorative caps.
The new lights at Unity are pretty expensive, but there are a multitude of them at car parts swap meets. I have bought a number of them there to supply parts for the two I have on my 51 F1 and they usually sell for about $40.
The important factor to remember is that all the spotlights themselves are the same from handle to bulb - with the possible exception of longer shafts - which are easily changed.
The important thing to remember is that the small mounting bracket is what is unique per vehicle. Many times you don't even see these still on the second hand lights.
Unity sells them with template and drilling jig, but they are prohibitively expensive - about $85 EACH SIDE. That's another point - left and right sides are not interchangeable.
The bracket number is stamped in the bottom of the bracket. For a 48-52 F-Series, you need a #66. For a 53-56 F-Series you need a #15. If you call Unity they are happy to tell you what bracket you need for your particular truck. Here's a picture of the #66 Bracket kit from Unity:
