Have you checked at the switch to see if you have power going in.............then step on the pedal and see if you have power coming out.......also make sure the switch is properly adjusted so that it works when you step on the brake pedal.

Also check the turn signal switch behind the steering wheel in the column. My brake lights went out and this turned out to be the culprit. Find you a wiring diagram and a multi-meter and check it out. Took me forever to realize thats what it was. The way i found it was I noticed if i hold the brake pedal down and jiggle the turn signal stalk, the brake lights would flicker. This is with the key off.
Replaced the switch and that fixed it. A repair manual will have wiring diagrams or you can go to auto zone online repair manual.

When i first bought my truck I had a problem with my taillights/brakelights would flash...? And when i hit my turn signal they would work properly till the wheel was turned back releasing the turn signal. Someone had removed the bed and just cut the wires, when they were butt connected back together the wires were switched around. So becareful of that or if you have a bad ground could cause your brakelights to be on permanently, appearing that they dont work.

Before I started dismantling things, I'd take a look underneath, make sure there are no broken wires. Check all your grounds and make sure you have good clean grounds.
