I had a similar situation and the problem was that the fan wires became loose due to a broken clip located near the top of the fan shroud and the fan caught the wire harness and cut the wires. Look from the motor side of the shroud to see if the wires are still in tact.

This is where guages come in real handy since the dash temp guage is just about useless. Fan shouldn't come on till over 200 degrees. Mine kicks in at about 210-212. I don't know where you live, but for me, I won't probably hear it again until April or May.

If your EGR is unplugged, it won't come on regardless of how hot the engine gets. If you've deleted the system you sill need to leave the valve on the engine & plugged in for the fan to work. With all that said...are you talking about the radiator fan or the blower fan in the cab?
