I ordered a new pass. side door mirror for my 98 Expe. Does the painted outer part of the mirror come off? My truck is white. The new one is all black. It would be great if I could just swap the colors around. I'm not the greatest painter. This would be good practice painting for me, but I'm looking for the easy way out. And I didn't want to pay the dealership price for color matched one. This one is $30 from rockauto, power, non heated, no turn signal.

Since it's an aftermarket mirror there is no way for us to know. You'll have to wait until it arrives and see if the panel is removable. As far as the original mirror goes, the panel does come off.

Your factory mirror has tabs that hold the painted shell in place, in your case white. Be careful when removing the cover from your truck, the tabs can be broken easily. There are four (4) tabs total.
Still waiting for the mirror, but I checked the old one. The plastic fasteners that attach the glass to the assembly are broken/missing (reason for the new one). So I peeled back the band-aids that are holding the glass in place and I can see one of the tabs you are talking about, ronjeremy6. As long as the new mirror is the same, it should be an easy swap.
Got the new mirror yesterday. I was able to get a long skinny screwdriver in behind the glass and pop the 4 tabs and pull the cover off. No problem. Unfortunately, when I did the same thing to my old mirror, the tabs were pretty darn brittle and I broke 2 of them. So I couldn't put my old cover on the new mirror. So right now I have a black mirror on the pass. side and a white mirror on the driver's side. I'll be driving it like that till I decide what to do about it. I'll probably paint one or the other.
