this is embarrasing. that fuse was blown, i must have checked every one but that one (with the ohm meter) and didn,t find it. but that fuse doesn,t have anything to do with no power to the trailer hookup, and the dash lights does it?
The dash lights are going to be fed off of the running light circuit, so I would expect so.
Also, the trailer running light relay is powered by that circuit. So no power on that circuit would not activate the relay to send power to the trailer running light circuit.
Do you not have stop/turn, 12v or reverse lights to your trailer plug?

A 2003 doesn't have Power Distribution Box under the hood. 2002-2004 trucks were odd that way. There is one fuse (totally undescribed as far as I can tell), the PCM relay, a couple of trailer tow relays and the 4x4 shift relays, all in different small boxes.
Did the OP check his fuses with a meter or a test light? Fuses will often fail and not appear so visually.
