Trailer brake ?

What is a Vacuum over hydraulic brakes system and how does it work? I'm looking at a 25ft goose neck trailer with this system and want to know if it worth going to look at. Could they be changed to ele brakes?

It works similar to a electric over hydraulic system but you have to have a vacuum line run to the back of the truck to the supply power to activate the hydraulic brakes. I think it would be easier to convert it to a electric over hydraulic system by using a actuator used on many new RVs with disk brakes.
