Re-build advice or?

Yesterday my 89 7.3 turbo quit running on all cylinders. Can see smoke (appears to be gray) "puffing" out the exhaust. Blowing oil out dip stick and looks like other places, about 5 quarts in 100 miles. Can see some bubbling around injector 5. Truck supposedly has 236,000 miles, 233,000 according to previous owner, 3,000 by me. Pump, injectors, and glow plugs replaced within last 2,000 miles. Pump and Injectors are turbo code. Was running great, would hit 12PSi and 1200 degrees on Pyro with black smoke on accel. Was concerened about the temp was thinking about turning pump down. Ok I am worried about not knowing engine maintenance history, IE what about cavitation. Would it be safe to rebuild, maybe bore first oversize? Or is that getting to dangerous because of possibility of thin cylinder walls? I have found a 6.9 I can pick up for $300 supposedly ran good when taken out of truck. Should I buy valves for a turbo and install so to take turbo exhaust temps?
Thanks for the advice.

Also had bad radiator when I got it so don't know if DCA's were kept up. Was told original owner kept it dealer serviced so assume DCA was kept up. Have seen no signs of water in oil or vice-versa.

1st thing, do a compression test on all cylinders. cavitation wouldnt put compression in the oil, just the coolant. and would put coolant in the oil and oil in the coolant. you wont know about cavitation being close, only if its already damaged. have the block magnifluxed, if its ok have it honed if thats all thats needed, bored out if you cant just hone it. have it magnifluxed again to make sure the punching out didnt reveal any cavitation holes. but seein as you can get a 6.9l for 300, running or not id go that rout. you dont need turbo valves to put a turbo on the engine, they are just better, not required.
