Early '99 Coolants

Newbie here. Can someone explain why the early 99 can not use the ELC coolants.? I would like to flush the cooling system and I am having trouble finding the correct coolant to refill with. The NAPA store has mostly regular Zerex but no heavy duty choices. Can I use the regular Zerex and then add the NAPA Kool to take care of the SCA requirement for anti cavitation?

You can, it's just not recommended due to the reasons outlined in post number 30 in the above link Roland posted.
