I wanted my choke to open as fast as possible (because previously I was having trouble with it staying open), so I put the cap in the freezer so it would cool off since I had already tested it with a 12v source and it was warm.
After about 30 minutes of cooling I put it on the carb and turned the cap so that the choke butterfly valve had the least amount of tension on it, but still enough that it would completely close without play. When doing this you don't want the carb stuck part way open for the high idle, you want to "pump" the throttle so the choke can close all the way.
I later turned it an extra 20 or so degrees to give it more tension, because if the engine had sit several hours and was just barely warm.. the choke was still open and the engine needed it closed this time of year.
