2002 Ford Supercrew 5.4 4x4 FX4. Turns over fine but will not start unless I cycle my key 3 times then I can hear the fuel pump kick in. Then it starts. So....bad fuel pump? Bad relay? Bad control module over spare tire?
You pretty much answered the problem as no fuel.
Here is what is suppoed to happen.
When you turn the key to 'run' it starts the pump for about 2 seconds max to begin pressurizing the injector rails, then stops.
When going to crank, the pump restarts as long as the crank is turning.
On the electrical side, there is a crash sensor behind the top of the passenger side kick panel that must pass power to the pump relay.
The relay applies seperate fused power to the fuel pump.
.
You must check the ability of the pump to run and build pressure. If a failure is detected, you must logic what to check out before deciding it's the fuel pump.
Apparently the pump will build pressure if you can get it to run at all so I suspect it's in the electrical supply either before the pump relay or the pump relay contacts may be burnt. Also reseat the fuse for the pump supply to be sure it's in good contact at the fuse panel.
Good luck.

???UGH, How did I answer my problem? I know it's not getting fuel already. Whats causing it not to get it? is the question. What would be the most common culprit?
Still doing it. Don't know what it is. Just turn key to on and if the fuel pump does not start to hum or buzz then I cycle key again till it does. Starts right up then. If it's a bad fuel pump then how come it's not bad as in not working at all. Or is it a bad relay not telling fuel pump to kick in????? Miss the simple trucks & cars
There should be 2-3 relays in a block right under the hood. The cover usually is marked which is which. If the part numbers match, just change the fuel with the starter relay or something else, and see what happens. As Bluegrass pointed out, pull any fuse marked for fuel pump, clean, and reinstall. See what happens.
If none of the above works, next time it doesn't fire right up, instead of continuously cycling the key to run/off, try turning it to run, and if nothing happens, just wiggle the key a bit. It might be a bum ignition switch.
Boy am I glad I am not the only one having these problems! I can't believe there is nobody on here that works on fords for a living and won't say anything
