locked steering wheel?

No key, no unlocked wheel unless u jerk it and break the lock, which I wouldn't reccomend. Harbor Freight sell "wheel dolleys" that you lower the front wheels onto and you can push the front end in any direction, even sideways.
Or you can take the pink slip into the dealer and they will make you a key
for about 20 bucks using you VIN number.

You will have to remove the plastic covers on the steering column, drill out the middle of the tumbler and then you will be able to push the lock pin up and be able to remove the rest of the key tumbler assembly. You can get replacements at oreillys for like 20 bucks.
