I over filled engine with oil and truck wont start. I drained oil to regular level thenI removed the ICP pressure sensor and the bolt/plug located directly on the opposite side/valve cover. There was oil in there. Is there supposed to be oil in there I vacumed it out thinking it wasnt supposed to be there is this correct.

Yes there was supposed to be oil in there. Replace the plug and the sensor and turn the key to engage the starter. Trying to start the engine will pump oil back into those rails. Don't try to pour the oil in there yourself.
Next time you get an idea to try something, why don't you ask us FIRST, instead of asking if what you did was right. Helping you figure out your original problem is very difficult when you keep going off and doing other stuff that has to be fixed first before we can get back to the original problem.
OK...Original problem, I cranked engine with too much oil in it. I don't have any more great ideas what do you suggest I broke, clogged or damaged. Bad judgement on my part, but I am getting experience..
