Front seat help

Hey everyone, I have a 95 F150 with the high back seats and a center seat with a fold down middle seat that has cup holders and a storage compartment on the back. My problem is that the center section back will not fold forward flat, and so the cup holders are not level. Is there some way to adjust this so it sits level?

It sounds to me like something is binding. Maybe something is wedged in the pivot point.
