Look in your owners manual and find the relay that powers the lights. Sounds like it could be your PCM power relay. Swap with another relay and see what happens. Whenever I troubleshoot any electrical problem the first thing I look for is a relay. It is the weak link in any electrical circuit because it involves mechanical contacts that get burnt or pitted.
I normally swap my relays around every 6 months.
