Power windows and radio are part of the accessory delay power supply. The components include battery saver relay & accessory delay relay
If your battery saver relay is bad, it is in the instrument panel and is not serviceable. The accessory delay relay is in the CJB fusebox. The specific fuses you should be looking at are #35-10a, #41-10a, #42-15a, and circuit breaker #601 (circuit breaker is only for windows)
depending on how your CJB fusebox is labeled, this is a fuse location cross reference:
35=F2.35: 41=f2.41: 42=F2.42: cb 601=F2.65

I have had issues where all the fuses checked fine. On a last desperate attempt to find the problem, I pulled the fuses (for my particular issue, not all the fuses), and put them back and my problem was solved. I assume some kind of connection problem or maybe a slight start of corrosion on the stab that was cleaned off/fixed by pulling the fuse and re-inserting it. At any rate, it hasn't caused me any problems since.

have this same issue. over head lights, windows and aftermarket radio don't work. and my wife has made this happen by folding down the visor to use the vanity mirror. everything dies for several minutes then it kicks back on... I was going to search for this momentarily and saw this thread. hopefully we get some insight

When your radio, HVAC (auto version), and power windows don't work,
try turning on your Headlights. IF this fixes the problem, it's the battery-saver relay on the instrument cluster (there is a company circuitboardmedics) that can repair the relay if you send them your cluster/panel.
My Excursion does this about once a year, turning on the headlights - so far - fixes it for me.
