Nice truck. Love the 9' bed tonners, assuming that's what I see. I'd like to know more about the wheels. They look to be 16" singles with an outer locking side ring design. If that is so, and having the one ton 6 x 7.25" pattern, they are non-standard equipment.
Probably the only remedy for the missing winch is to find a replacement. I had to do that on my Power Wagon. Stu

Warning Will Rorinson! Redneck is on to something. That is not a F35. Find the go to VIN that is stamped into the passenger side frame rail in the area where the front axle passes under to learn the truth.
Unless you know the thief finding the winch aint likely gonna happen either.
Sorry bub

Very cool truck.
This is not a 1965 unless that Warranty Plate pictured is from some other truck.
889390 = July 1966. Rather late in the 1966 production cycle, even.
Front grill is also 1966.
Not a Forestry Truck. The U.S. Forest Service trucks would all have a DSO of 83 (Government) or 83 and four digits behind it. This is just a 74 Seattle DSO. Not a special order truck.
Not a Forestry Truck. This truck was originally painted in Caribbean Turquoise (COLOR B). You can still see that original color around the Warranty Plate. Forest Service trucks were never painted in Caribbean Turquoise.
4 wheel drive has been added. And not by a DSO, since this is a two digit DSO. So someone added that along the way.
Still, a cool truck. It's a keeper.
If you get a chance post some pictures of the interior, wheels, front hubs, front axle and transfer case please.
Thanks.

F35 = F350.
Y = 352 2V
R = San Jose CA Assembly Plant.
889390 = 1966, assembled July 1966.
132" Wheelbase.
B = Caribbean Turquoise.
F350 .. 10,000 lbs. GVWR
481: 4 = Medium Beige Crush Vinyl & Medium Beige Wicker Pattern Vinyl / 81 = 81A Standard Cab.
A = New Process 435 4 Speed Manual Transmission.
22 = Dana 70 Rear Axle / 4.83-1 / 7,400 lbs. Rear Axle Capacity.
10,000 lbs. Gross Vehicle Weight Rating.
172 net HP @ 4,000 RPM.
74 = Seattle WA Ford District Sales Office, where the original selling dealer ordered the truck from.
All 1957/66 F350 Stylesides use the 9' Express Styleside bed. All 1953/66 F350's have 6 lug wheels on a 7.25" bolt circle.
This is an aftermarket 4WD conversion, since FoMoCo didn't offer an F350 with 4WD until 1979.
The auxiliary fuel tank is another "add-on." The only fuel tank these trucks came with, was the in-cab tank,
The outside mirrors are aftermarket, not genuine Ford. They were probably installed after 1973, as FoMoCo introduced a somewhat similar mirror in 1975.

As TA455 and ND stated, this truck rolled out of the assembly line as a regular 2WD F 350. IMO, the 4x4 conversion was done shortly after purchase. It was common for larger trucks to receive a 4X4 conversion by a period aftermarket company, since the heaviest factory 4x4 was a F 250. I would say this F 350 4x4 conversion pickup in this condition is rare find, not many out there. There are a few non stock items that ND correctly caught, I will add the seat reupholstry job and the wheel change. It has 16" wheels off a period International pickup, Ford never offered 6 lug 16" 2 piece rims in "single wheel style". The give away for being International wheels are the inner rentention nubs. International 6 lug wheels wheels were design for hubcaps, Ford 6 lug wheels were not, they are nubless.

Yours looks like a 5N4AU. Indicates a New Process 435 in a F350/500(6 & 8 cyl.) - From Serial 708,001
Mine is a 5N4AT. Right next to each other in the MPC. Indicates a New Process 435 in a F100/250(6 & 8 cyl.) - 4/W/D From Serial 708,001.
The extra two bolts on the side of mine are for the transfer case shift lever mounting bracket C0TT-7A147-B
