I am trying to help my friend with his 1985 Ford F250 with 460, dual tanks, we can't find the fuel filter, any help would be great!

The filter is behind the big nut where the fuel enters the carb. If you have the large 3-port return piece at the carb inlet, take it off and clean it out also.

 

We didn't see one, I wonder if the person before him took it out?

 

The large cavity in the carb behind the nut is where they show it being located. I believe it might have a spring in there also. If you don't want to mess with it, you could just add a external fuel filter in the fuel line. I would add it if possible before the 3 port fuel return gizmo. The fuel return piece has a very small orifice inside that likes to get clogged. I believe I read there might be a screen inside it also that can get clogged. A fuel filter before this unit would help this situation.
