Perhaps...
I'm still learning about the whole emissions stuff, BUT, I have learned that if your oilfiller is smoking, it could be because your EGR valve isn't working. The vapors in your intake manifold are being circulated, there for they come out of your oilfiller cap. You can take your EGR valve off and unstick, just be careful not to damage the diaphram and lube the shaft...

PCV vs EGR
"I have learned that if your oilfiller is smoking, it could be because your EGR valve isn't working."
Actually the EGR system connects the exhaust system to the intake system, and is not connected to the crankcase ventilation system. The crankcase system is the volume around the crankshaft, rods etc. as well as above the valve rocker arms and underneath the intake manifold.
So a faulty EGR will not cause "smoke" or fumes to be driven out of the oil filler cap.

pull the pcv valve out of the valve cover and see if it is sucking air, it should be. If the pcv valve is bad or the pcv passage is clogged it wont pull enough air through the crankcase to overcome the blowby. If the pcv is working and you still get smoke from the oil filler then you have excessive blowby (rings worn out).
