general knowledge piston ring question

Bought a set of E911K sealed power piston rings for my 4.2. When I put them in the cylinder bore (w/o piston) to check ring gap, it appears to be an oversize ring cause it overlaps. I've put rings in about everything except cars, so is it 'normal' to have to file the rings to get proper fitment?

Rings should not overlap they should fit the bore. out of the box sorry did not make it clear the first time.
