What size bolts for my bed tie-downs 2004 F250

Anybody know what size the bolts are for the tiedowns in the bed of my 2004 F250? I've tried 5/16-18 and M8x1.25 and neither seem to fit?

The head is either t-40 or T-35. I thought they were a coarse thread very close to 5/16ths, but I don't know the specs on torx bolts.
