Downtown Omaha and the Old Market area is a happening place. But, I don't know how affordable it is. When I looked for a temporary place down there in 2004, it was pretty pricey. Some of the areas to the south of Downtown are cheap, but may not be considered very 'safe'.
You may find cheaper options in Council Bluffs. Not sure how the safety issue is over there.
edit - The generally accepted "bad part of town" is north Omaha, to the north and slightly west of downtown. We lived in one of the so-called nice areas of West Omaha (Rockbrook) and still had a car stolen right out of the driveway, so I tend to have a bad attitude about Omaha in general...

I almost rented an apartment in the Ford Lofts building, on Dodge and 12th back in 2004. It was huge, 3 br 1700+ sq ft. They wanted $1200/month back in 2004. That building has converted to condos now. Ended up renting a townhome out in LaVista, we decided that downtown wasn't a good place to live with small kids, no outdoor space for them to play. It was pricey in LaVista too, but we had a brand new unit with an attached garage.

well i currently rent for 370 a month and its obvious that my rent will go up. I have a pretty nice truck and i dont want it driving off. ill drive my crappy neon to work every day, so mabey i can hide the 150. i was looking at some apartments straight north of the lake in council

The area around Lake Manawa in Council Bluffs is pretty decent. Is that the lake you are talking about?
There is also Carter Lake, IA, which borders North Omaha and the airport area... I'd probably avoid that area if I were you.
There are few different apartment complexes in Council Bluffs along I-29, as you go north from I-80. It's pretty easy to get around on that side of the river, not as congested as over in Omaha.
