I don't know about tin badges, but yes, they all have the red shirts (and hats) on.
Red and black are the colors of 'Clampers'...If you hear the expression refering to a 'Red Shirt', they are probably talking about 'Clampers".
'Tin' merely refers to the badges we wear. They are badges from doins or special events we promote. Probably none are made out of tin, but that is just an expression.
