from the photos it looks like the pudding you get when oil and water get together in engines. i can say where it came from. brake cleaner and rags would be my suggestion to clean it out. run some fuel addtive with new filter ie: lucas, diesel clean, dexron, something. run it for a little bit then check again.

If so you have algae. I can't see your other photo since my internet filter on this computer won't let me but I will look at them when I get home tonight

When i did my fuyelo pump I ran into this problem. What I did was take the whole fuel bowl out, held it upside down and washed it out with a hose. I couldnt BELIEVE all the crap that came out. After I was done with that, I rinsed 4 or 5 times with diesel to get water out o it. Put it back in and kept on truckin. Takes about an hour to 1.5 to complete. Not a big deal, but REALLY puts your mind at ease of trying to vaccum a stiky substane out. Youll never get it all that way. Keep your beloved truck on the road, spend the hour with it and put your mind at ease!!!!

yeah that is nasty! If you don't wan't to pull the bowl out you could remove the stand pipe (LEFT HAND THREAD!!) and the fuel heater then get to the bottom easier but to do it most effectively pulling it would be the best way. I don't know what it is but it ain't good! Clean it, treat for algae and change the filter again in 5-7K and check it close.
