fuel overflow and won't start

just bought my first diesel...89 f250 extcab, 4x4, 7.3l idi, 5 spd with 236k miles. i put about 200 miles on it with no issues, then it started to shimmy at about 1200rpms while decelerating (just taking foot off accel.). the next morning it was extremely hard to start, then it died after about 5 mins and now won't start. the wierdest thing was that fuel was overflowing out of the filler neck on the rear tank. i replaced the tank switching valve and no more overflow, but it still won't start. i'm getting fuel flow to the filter and from the filter to the ip, but none out of the ip. i opened several ip to injector fuel lines and found absolutely no fuel flow while cranking the motor. am i correct in assuming the ip is bad? should i get a new one? is there some way to verify (test) that the ip is bad? the ford dealer wants $605 for a reman, is that a decent price? anything special about installing a new one?

sorry the post is so long, i really need some help! thanks!

norfolkff05,
Welcome to FTE and the IDI diesel forum.

605 is rather steep, I bought one at the local Ford dealer for 435.

You may want to check www.mwfi.com, I have never heard a bad report on their pumps.

You could also look in the phone book for a diesel injection service, I know there has to be several down there.
I use to live on J. Clyde Morris Blvd. just outside Hampton Roads.
Call a couple and see if they service Stanadyne DB2 injection pumps and ask what their bench test and rebuild prices are.

Post back before you remove the IP, it needs to be removed from the IP drive gear cover so the IP drive gear stays in time.

Check the FSS (fuel shutoff solenoid) on the IP has power.........if it clicks when power is applied/removed it is working..... but internals may be stuck. Also check the level of fuel in the tank you have selected if at or below 1/4 you may have broken pickup/sender so select tank with higher than 1/3.

Check the fuel pressure from the lift pump.....

Do a pressure and flow test of the fuel pump at the Schrader valve on the filter header (FSS- fuel shutoff solenoid disconnected on IP). Remove the tire valve core and hook a hose and pressure guage on it should see 4-6 psi when cranking. Then do a fuel quantity test same place, should see 1/3 pint in 10 seconds of engine cranking, route fuel to a suitable container with a hose.

If there is a problem with the lift pump and you are changing it, ensure the new pump comes with instructions as to correct installation procedure if it is the newer model pump with the almost straight arm.

the fss clicks alright. i guess that means the ip is bad. i'm gonna try and get one in town if anyone has one for a decent $. so what do i need to know/do to replace it? i've heard of ip's needing to get "tuned", is that true for mine?
