it puts a regulator in line with the map sensor to regulate pressure to the sensor thus tricking it into thinkin there is less boost then there truely is. Some say it dosnt do any good, but I have felt diffrence in the throttle at max boost. TjBeggs shined the light onto this mod for me, maybe he'll chime in and give ya a write up on it.

there is also a map sensor re-route mod if you installed an intercooler, it virtually eliminates turbo lag, check these out,

I think you move the pickup source closer to the turbo, like at the y-pipe. Doing this lets the map sensor register boost pressure sooner so it tells the computer to throw the fuel sooner. You can get a bung welded into y-pipe if removed from trk at most muffler shops.

its much cheaper the way i did it, go to napa and get a heavy truck tire stem(the brass ones that are nutted in place) then all you do is drill a hole in the pipe and screw it in, i added an extra o-ring on the outside just in case.

if you dont have a cooler then the line is already close enough to the outlet since its a direct path from the turbo to the intake, the best you could do is move it6 inches closer to the turbo

So, you didn't use a fitting on it, you just attached the hose directly to the valve stem?

Simple.

He is using the valve stem without the "guts" and clamping the hose to it.
No fitting is needed.
