steering wheel wont lock

wondering how to fix my steering wheel. it wont lock anymore, i bought the truck a year ago now and the wheel has only locked something like three times on me, i would like it to lock, anyone help me out?

I have the same problem on my 2000 PSD, maybe someone can help explain why.
