Water pump not pumping?

Hi, just finished installing a new used 351M in my Bronco. I bought the truck with a dead engine, it is on propane. started new engine up today, ran OK but the evaporator for the propane iced up (white frost all over it)and the truck was trying to burn liquid propane not gaseous. Pulled the main fuel line off and got sprayed by really really cold propane in liquid form. turned out I wasn't getting any warm/any coolant to the evaporator or the heater core. The engine and rad are full, the thermostat works. Engine was nice and hot. There are two hose fittings on the water pump and one on the block beside the distributor. Even with all the heater hoses disconnected and engine running, there was no coolant coming out any port with any force whatsoever. The original engine had the uppermost port on the water pump blocked off. The new motor had the lower port blocked off. the rad became warm when running so the water pump must be working. What am I missing here? I have tried all the hoses in all the locations, with one always blocked off. Also I have a garden hose adapter in one of the heater hoses and nothing comes out when I run the engine with the cap off. Does the system need to be primed some how?. Does the evaporator always allow coolant through? This is my first propane vehicle so I'm not sure.
Help!

007BRONCO; This is a simple one this is known as waterpump cavation: the pump is spining but not cooling, the impeller is worn or is just freewheeling, replace pump & then observe the coolant flow in low collant level rad it should be much more flow.
