get the lock out

You have to loosen that screw. I've seen some that were allen head and some were a reg slotted screw. I'd spray it with a penetrating oil and let it sit a day. Without removing it, you can't get the lock out. They do make allen wrenches that are longer, so you can get some leverage. I've even hooked a small box end wrench over it to increase leverage.
